Dry-Weight Basis

Cannabinoid percentages on a COA are typically reported on a dry-weight basis: the sample’s water content is factored out so the percentage describes the plant material itself. The 0.3% Δ9 THC threshold in the 2018 Farm Bill is explicitly dry-weight, which makes moisture content a quiet lever in compliance math — the same flower reads differently wet and dry. For buyers the practical takeaways are two: compare percentages only when both are dry-weight, and treat a COA that does not state its basis as one more reason to pick a vendor whose paperwork is tighter.
